What the plan says about sidewalks

The Tulsa Planning Office’s 2024 implementation report says the Pearl District Small Area Plan was adopted in 2019 with 18 goals and 76 implementation measures. Measure 14.6, marked in progress, calls for improving sidewalks by filling GO Plan sidewalk gaps and supporting the City’s ADA arterial sidewalk and curb improvements. Your frontage is still your responsibility

A district plan does not move the duty. Title 35, section 601.F makes sidewalk maintenance a private responsibility, with ten days to repair after written notice. If City work is planned along your block, ask the City before paying to replace the same panels; if not, the permit and inspection steps apply as anywhere else.

Commercial and mixed-use lots

Many Pearl District parcels are commercial or mixed use. Work in the right-of-way on those lots generally needs a contractor holding an annual City contract, since the single-family exception in section 601.D does not fit. ADA at every crossing

The City’s site plan guidebook says ADA requirements must be met on all driveways and sidewalks in public right-of-way. Where a new approach cuts across a walk, the crossing slope and any ramp are part of the inspection, not an afterthought. Ask the bidder how they will check cross slope and where the five-by-five driveway panel lands.
