Parking areas must be paved

Under section 55.090-F of the Tulsa Zoning Code, off-street parking must be surfaced with a dustless, all-weather surface before the use it serves begins. Pervious pavement systems are allowed under section 55.090-F.6, and plain gravel is not one of them. If an expanding business needs more stalls, surfacing is part of the permit, not something to finish later.

Work in the right-of-way needs a contracted contractor

For approaches, curbs and sidewalks in City right-of-way, Title 35, section 601 says the permit requires a contractor who has signed an annual contract with the City for that type of work. The exception written in section 601.D covers single-family and duplex lots on non-arterial streets, so commercial sites should assume the annual contract applies. The application form also asks that the City be named as an additional insured.

Stormwater is billed by impervious area

The City’s stormwater fee page lists the residential fee as $13.69 a month for one Equivalent Service Unit and describes an ESU as the projected annual cost of maintaining 2,650 square feet of property. For non-residential property, the stormwater ordinance says impervious surface is measured to set the number of ESUs, so paving over lawn can raise the bill. Retrieved September 27, 2026.

Plan the schedule around traffic and weather

A business that stays open during the work needs phasing: which half of the lot closes first, how customers reach the door, where trucks stage. Put curing time into that schedule, because fresh concrete cannot carry traffic the day after it is poured. Tulsa’s wettest month is May, averaging 5.73 inches in the 1991–2020 normals.
