Concrete work in Maple Ridge
Maple Ridge has two layers of history on paper, and only one of them changes what you can pour. Find out which side of the line the house is on first.
National Register is not the same as HP zoning
An Oklahoma Historical Society review refers to the Maple Ridge Historic Residential District listed in the National Register of Historic Places in 1983, and separately to the North Maple Ridge Historic Overlay District (Oklahoma Historical Society document). The National Register listing alone does not add a City permit. The overlay does.
The Tulsa Preservation Commission district list shows North Maple Ridge zoned for historic preservation on April 12, 1993. Owners there must receive an HP Permit before changing or repairing the exterior of a property, even when no building permit is needed. Retrieved September 27, 2026.
What the HP Permit covers for flatwork
Section 70.070 of the zoning code exempts accessory structures such as patios when they are not in street yards, and parts of a site not visible from adjoining streets. A backyard patio is therefore usually outside review; a new front walk or a wider drive is not. Commission staff may approve replacing existing materials with equivalent ones that follow the guidelines. New paving is not on that staff list, so plan for Commission review.
What the 2017 guidelines say about paving
The residential design guidelines ask owners to keep original paving and steps through repair, to limit street-yard paving to the main drive and sidewalks, and to cap it at half of the street yard on interior lots and 30 percent on corner lots. Asphalt and stained concrete are not allowed. A caption notes that Tulsa driveways were historically plain concrete slabs and points to ribbon driveways as a good alternative.
Retaining walls get their own lines: cinder block, segmental wall systems, corrugated metal and railroad ties are not allowed, and historically styled cast block is judged case by case. The fences and walls FAQ confirms that street-visible walls in these districts need Commission approval.
Before you ask for bids
Confirm whether the lot is inside the North Maple Ridge overlay. If it is, photograph the existing drive and walk, note any original steps, and ask bidders whether they have prepared HP Permit drawings before. Is all of Maple Ridge historic preservation zoned?
No. The Preservation Commission lists North Maple Ridge, zoned April 12, 1993. The wider National Register district does not by itself require an HP Permit.
