The Neighborhood Character Overlay

The Tulsa Planning Office describes the Neighborhood Character Overlay as applying to properties on residential streets between 11th, 15th, Lewis and Harvard, the Renaissance neighborhood, effective January 3, 2023. Section 20.090-B.3 of the zoning code then limits driveways serving detached houses or duplexes to 18 feet in width, within the right-of-way and within the street setback. Eighteen feet is tighter than the citywide table for most lots in that area. If you are replacing a double-wide drive there, ask whether the existing width is legal to keep, and have the bidder measure it before assuming the new slab can match.

Everywhere else in Midtown

Outside the overlay, single-family lots follow Table 55-6: 20 feet within the right-of-way on frontage of 30 to 45 feet, 22 feet at 46 to 59, and so on, never more than half the frontage. On a lot in one of those narrow bands, a two-car-wide drive can already be at the limit.

Ribbon driveways are allowed, two concrete strips at least two feet wide with no more than four feet of grass or gravel between. They suit older houses with a long, narrow drive to a rear garage. Inside the right-of-way the approach still has to be paved across its full width.

Old sidewalks and big trees

Where an old street tree has heaved a sidewalk panel, the fix is still yours. The owner is responsible for keeping them repaired under Title 35, and a replacement needs a right-of-way permit and a pre-pour inspection call. The guidebook standard for a non-arterial street is four feet wide. Talk with the bidder about the tree before the saw comes out; removing roots can do more damage than the crack did.

Several historic preservation districts are nearby. If the house is in North Maple Ridge, Swan Lake, Gillette or Yorktown, read those notes before planning anything visible from the street.
